hier steht genau, wofür die sog. Europäische Krankenversicherungskarte verwendet werden kann, und zwar gleich unter § 1:

Man hat damit also für den Dauer des Aufenthalts einen Anspruch auf Behandlung, nicht aber wenn die Behandlung Zweck der Einreise war.

Das tut mir echt leid.

Irgendwann sollte dies auch mal geändert werden, in die Richtung, dass alle Europäer überall zum Arzt gehen können, aber das Gesetz steht noch nicht.
