Ich würde tatsächlich erstmal bei OTE einen Anschluss bestellen und dann wechseln. Es kommt natürlich darauf an, wo Du wohnst, aber außerhalb der größten Ballungsräume müssen alle Anbieter den Anschluss von der OTE mieten, und OTE wird sich kein Bein ausreissen, um einem Wettbewerber zu helfen - zumal der Anschluss ja problematisch zu sein scheint.

Inkompetente Mitarbeiter bei Forthnet kann ich übrigens voll bestätigen, aber viel kann man bei den Preisen halt auch nicht erwarten.
